Monitoring as a part of the RMSA scheme comprises of two major elements namely the Joint Review Mission (JRM) and the Quarterly and Annual Reports, in addition to the continuous monitoring of programme implementation by MHRD and the states.
RMSA is supported by domestic resources, supplemented partially by external funding from the Development Partners – the World Bank’s International Development Association (IDA) and United Kingdom’s Department for International Development (DFID). As per the respective Agreements, the Government of India and Development Partners (DP) carry out a Joint Review Mission (JRM) twice a year. The main objective of the JRM is to review progress in the implementation of the programme with respect to RMSA’s goals, ; with a particular emphasis on a small number of issues, and to discuss follow-up actions in the light of the Terms of Reference (TOR) agreed upon for each JRM.
Quarterly reports are sent by the states to MHRD to report on financial and physical progress on different programme components such as civil works, equity and quality. The states report on the quarterly progress against the approved plans for that year.
