RMSA-Technical Cooperation Agency (RMSA-TCA)
The ambition of the RMSA scheme requires the best available technical skills and knowledge from around the world. RMSA Technical Cooperation Agency (TCA) is a team of national and international technical specialists led by Cambridge Education constituted in January 2013. It is funded by the UK Department for International Development (DFID).
TCA works at every level in the secondary education system – school, district, state and national – in collaboration with MHRD, NCERT (including RIEs), NUEPA, state government departments and state institutions.
RMSA TCA Thematic Progress
RMSA-TCA works on five inter-related thematic areas. This integrated approach (SEEP – Secondary Education Enhancement Programme) is aimed at improving the supportive management systems which provide an enabling environment for schools and ultimately the learner to succeed.
|National Achievement Survey (NAS)||Supporting the National Achievement Survey of Class X, with a focus on building the capacity of a cadre of experts in modern best practices and techniques for designing, conducting, analysing and reporting NAS.|
|Teacher Management and Development (TMD)||Supporting the development of systems to improve the deployment of teachers and supporting development of policies and procedures that will enhance the morale of teachers.|
|School Quality (SQ)||Supporting the development of school quality indicators that will allow all members of a school community to participate in the continuous improvement of their school.|
|Data Management and Use (DMU)||Supporting secondary education data collection, management, access and use at the centre and in the states so that education information becomes a central part of better decision making.|
|Results Focused Planning (RFP)||Supporting approaches and practices for planning and financial management to strengthen education delivery processes and regular monitoring and feedback.|
|Communications and Knowledge Management (CKM)||Supporting dissemination of RMSA information, targeted advocacy for improvement and building communities of learning and reflection to enhance school effectiveness.|
RMSA-TCA Technical Approach: Piloting and Spreading What Works
TCA aims to support change and to build capacity amongst the implementers of RMSA through the development of exemplar practices in pilot areas. This is about finding out what works and making it available for the entire education sector. Where improved practices demonstrate significant improvements in terms of performance, TCA is investing in taking these practices to scale so that secondary schools across the whole country benefit.
In each of the thematic areas, TCA is helping to build capacity in order to develop and pilot the exemplar practices. The piloting and review of the exemplar practices will in turn contribute to strengthened capacity.
